FG Names Mamu, Simon Ekpa, 46 Others as Terrorism Financiers

Background

On April 11, 2026, the Federal Government of Nigeria published an updated sanctions list through its sanctions committee. The list identifies 48 individuals and entities, including negotiator Tukur Mamu and pro-Biafran agitator Simon Ekpa, as being allegedly involved in terrorism financing and related activities. This announcement represents one of the most sweeping actions taken by the Nigerian government against suspected terrorism financiers.

Key Individuals Named

- Tukur Mamu: Known as a negotiator in past hostage situations, now accused of financing terrorism.

- Simon Ekpa: A pro-Biafran agitator, often associated with separatist rhetoric, now listed among terrorism financiers.

- Abdulsamat Ohida: Identified as a senior commander of the Islamic State of West Africa Province (ISWAP) in Okene. He is linked to the June 5, 2022 attack on St. Francis Catholic Church in Owo, Ondo State, and the July 5, 2022 assault on Kuje Correctional Centre in Abuja.

- Mohammed Sani: Said to be a member of Ansarul Muslimina Fi Biladissudan (ANSARU), a group associated with Al-Qaeda in the Islamic Maghreb.

Government’s Justification

The Federal Government stated that the individuals and entities were placed on the sanctions list due to their direct or indirect involvement in terrorism financing, recruitment, and operational support. The sanctions committee emphasized that these actions are part of Nigeria’s broader commitment to combating terrorism and protecting national security.

Implications

- Legal and Financial Restrictions: Those named will face asset freezes, travel bans, and restrictions on financial transactions.

- Security Strategy: The move signals a stronger stance by the government against terrorism networks, aiming to cut off funding streams that sustain violent groups.

- Regional Impact: With individuals linked to ISWAP and ANSARU, the sanctions highlight Nigeria’s ongoing struggle against extremist groups operating across West Africa.

Conclusion

The naming of Mamu, Ekpa, and 46 others as terrorism financiers marks a significant escalation in Nigeria’s fight against terrorism. By targeting financiers, the government aims to weaken the operational capacity of extremist groups and prevent future attacks. This development underscores the seriousness of Nigeria’s security challenges and the government’s determination to confront them head-on.
