PRESIDENT TINUBU COMMISSIONS ULTRA-MODERN COURT OF APPEAL JUDGES’
QUARTERS IN ABUJA
…REITERATES UNWAVERING COMMITMENT TO JUDICIAL INDEPENDENCE AND WELFARE
As part of activities marking the third anniversary of his administration, President Bola Ahmed Tinubu on Tuesday officially commissioned the newly constructed Court of Appeal Judges’ Quarters in the Katampe District of the Federal Capital Territory (FCT).
In his address during the ceremony in Abuja on Tuesday, June 16, 2026, President Tinubu stated that the landmark infrastructure, which consists of ten premium 5-bedroom duplexes with attached three-bedroom domestic quarters, is designed to provide secure, serene, and world-class accommodation for the Justices of the Court of Appeal.
President Tinubu who was represented by the Chief Justice and Attorney General of the Federation, Chief Lateef Fagbemi, SAN at the occasion which also coincided with the flag-off of construction of residential quarters for the National Industrial Court and the Code of Conduct tribunal judges, emphasized that the project represented a tangible demonstration of his administration's enduring commitment to the welfare, dignity, and independence of the Nigerian judiciary.
He made it clear that a robust justice sector is the bedrock of good governance, economic growth, and social stability.
"Under my leadership, I can assure you of the Federal Government’s unwavering commitment to strengthening democratic institutions and advancing the administration of justice. The welfare of judicial officers is not a matter of privilege. It is a strategic investment in the rule of law. When judges are provided with secure accommodation, a conducive working environment, and institutional support, the entire justice system benefits, and ultimately, the nation as well", President Tinubu stated.
The President revealed that the project was executed as a special federal intervention entirely separate from the judiciary's statutory allocations, which have also seen historic increases under his administration.
He commended the FCT Minister, Barr. Nyesom Wike, describing him as "dependable, hardworking, diligent, and a man of taste and further praised the Minister for his exceptional efficiency in translating presidential directives into visible, high-quality projects.
President Tinubu further called on sub-national authorities across Nigeria to replicate the FCT's efforts, stressing that supporting the judiciary is a shared constitutional responsibility between the federal and state governments to ensure that democracy, peace, and national development continue to thrive.
He said, “The responsibility of supporting the judiciary must not rest only with the Federal Government. The state governments have a corresponding obligation to ensure that their respective judiciaries are adequately funded, properly equipped and provided with infrastructure necessary for effective service delivery”.
Speaking earlier at the event, the FCT Minister, Barr. Ezenwo Nyesom
Wike, disclosed that the FCT Administration took bold administrative steps to
secure the land for the judiciary, revealing that the property had been
allocated to a major construction firm 15 years ago but was left completely
undeveloped.
Barr. Wike recalled that he was accused of land grabbing on social media, over the revocation of the land but stressed that he has now been vindicated following the construction of the residential quarters for the judicial officials.
He said, "They can now see that I didn't come to grab land. I only came to see where we can develop and provide infrastructure for our judicial officers. Once you know what you are doing, don't bother yourself about nay sayers".
Barr. Wike further revealed that additional surrounding private lands were being bought off with fair compensation to create a fully secure, isolated buffer zone for the judges.
The FCT Minister also charged the judiciary to establish a strict maintenance culture to preserve the beautiful estate, while calling on state governors to stop relying solely on the federal government and actively build infrastructure for courts within their jurisdictions.
In her remarks, the President of the Court of Appeal, Hon. Justice Monica Dongban-Mensem, noted that the commissioning holds historic weight as it coincides with the Court of Appeal's 50th anniversary. She stressed that secure and comfortable housing directly impacts the quality of justice by shielding judges from external pressures and security threats.
Hon. Justice Dongban-Mensem expressed profound gratitude to President Tinubu and Barr. Wike for bequeathing the Court of Appeal Justices with a modern, dignified housing that fosters reflection and sound legal research.
Similarly, the President of the National Industrial Court of Nigeria (NICN), Hon. Justice Benedict Bakwaph Kanyip, expressed his deep appreciation to the FCT Administration for the initiative and also commended the government for their forward-thinking approach to construct dedicated quarters for the National Industrial Court and the Code of Conduct Bureau.
Acting Head of Service FCTA, Nancy Sabanti Nathan, while delivering the vote of thanks, thanked President Tinubu for his commitment to strengthening judicial infrastructure and supporting the independence of the judiciary, and also appreciated the FCT Minister, Barr. Nyesom Wike, and the Minister of State, Mariya Mahmoud, for their leadership and oversight of the project.
In the project overview, Executive Secretary, Federal Capital Development Authority, Engr Richard Yunana Dauda, revealed that the FCT Administration had awarded a contract for the design and construction of 40 judges quarters in Katampe District, addng that the 10 residences being commissioned were for Appeal Court judges. Mr Dauda explained that the project was, "to provide secured, functional and comfortable residential accommodation for judicial officers in order to enhance the delivery of justice, which is critical for the sustenance of law and order in any society".
The Executive Secretary reeled out the features of the project as consisting of 10 fully furnished, 5-bedroom duplexes with boy's quarters, a generator house, a neighbourhood shop, a gatehouse, a recreational ground, general landscaping, a 150-capacity Event Centre as well as perimeter fencing. Other facilities, he said, included asphalt pave, access routes, walkways, electricity power suppliers and water reticulation.
Also speaking, the Managing Director of Details-2-Dot, Architect Akor
Adapoyi (Project contractor) who thanked everyone that contributed to
successful delivery of the project, appreciated the FCTA for the honour of
constructing residences which he described as, “worthy of the men and women who
serve on one of Nigeria's most consequential causes".
He said the court of appeal occupied a critical position in the justice system, so it was only fitting that the distinguished justices who serve at that level are provided with residences that reflect the importance of their responsibilities to the nation.
