Tinubu Signs NIMC Act 2026 into Law, Repeals 2007 Identity Framework
President
Bola Ahmed Tinubu has officially signed the National Identity Management
Commission (NIMC) Act 2026 into law, marking a significant milestone in Nigeria’s
digital transformation journey.
This new
legislation repeals the outdated NIMC Act of 2007 and introduces a modern
framework designed to strengthen the country’s digital identity ecosystem,
enhance cybersecurity, and support the growth of Nigeria’s digital economy.
The Act designates the NIMC as the Root Certification Authority for Nigeria’s National Public Key Infrastructure (PKI) and Digital Public Infrastructure (DPI).
This positions the Commission as the nation’s trusted authority for secure digital identity, authentication, and electronic trust services across both government and private-sector platforms.
By
establishing this role, the law ensures secure, interoperable, and seamless
data exchange among public and private entities, laying the foundation for a
trusted digital economy.
One of
the defining features of the Act is its alignment with global best practices
and emerging technologies. It introduces stronger safeguards for personal data,
formally recognizes both physical and digital identity credentials linked to
the National Identification Number (NIN), and establishes a General
Multipurpose Card for identity verification.
Special
provisions are also included for vulnerable populations, alongside stricter
penalties for identity theft, impersonation, and multiple registrations. The
principle of “One Person, One Identity” is reinforced as the cornerstone of
Nigeria’s identity management system.
The
legislation directly advances President Tinubu’s Renewed Hope Agenda,
aiming to accelerate digital transformation, strengthen national security,
expand financial and social inclusion, and improve public service delivery. It
also supports Nigeria’s ambition of becoming a one-trillion-dollar economy by
enabling a secure digital infrastructure that fosters innovation and economic
growth.
The NIMC
Act 2026 addresses the inadequacies of the 2007 framework, which had become
insufficient in tackling modern challenges such as electronic commerce, data
protection, and cybersecurity. With this reform, Nigeria is better positioned
to seize opportunities in the global digital economy, reduce identity-related
fraud, and promote ease of doing business.
Implementation
of the Act will be guided by transparency, inclusivity, and professionalism.
The NIMC has assured Nigerians that personal data protection remains a
priority, while reaffirming its commitment to advancing the country’s digital
transformation agenda.
The
passage of this law was made possible through collaboration between the
Presidency, National Assembly, Ministry of Interior, development partners, and
other stakeholders.
